Report Backs Worker’s Harassment Allegation

The U.N. Office of Internal Oversight Services revised its annual report to state that its inquiry backed a worker’s sexual harassment allegation against the commissioner for refugees, a conclusion U.N. Secretary-General Kofi Annan rejected.
U.N. spokesman Fred Eckhard said Annan had “sought legal advice” and “concluded that the allegations were not sustainable ... on a legal basis.”
Commissioner Ruud Lubbers has said he made “a friendly gesture,” which he said was misunderstood by the woman.
