Cartoonist off the mark

Michael Ramirez, in his Dec. 24 editorial cartoon about the National Security Agency’s spying, completely misses the point.

Secret programs are not the issue. The issue is the Bush administration’s cavalier attitude toward not obtaining the mandated court approval before monitoring conversations between Americans and foreigners.
