Carlos M. Gutierrez, the former chief executive of cereal giant Kellogg Co., was sworn in as the nation’s 45th Commerce secretary.

On his first day on the job, Gutierrez spoke to employees at the department, pledging to build on the record of President Bush’s first Commerce chief, Donald Evans, who resigned.

“Through our efforts to open markets, we can work together with other departments and Congress to strengthen America’s economy,” Gutierrez said.
