Facing dwindling enrollments and declining state support, the San Juan Unified School District board approved a tentative budget that cuts nearly $20 million from core programs including counseling, athletic programs and librarians.

The $350-million spending plan includes a 50% increase in class size for all kindergarten through third-grade classes. The district also is considering closing three elementary schools by fall and 13 schools over the next three years.
