Spurred by tax incentives and a belief that computer chip demand will continue to grow, Intel Corp. said it would spend $3 billion to build a factory in Arizona and $105 million to convert an inactive New Mexico plant into a temporary test facility.

The factory in Chandler, Ariz., will create as many as 1,000 jobs over the next several years, the company said. An additional 3,000 people are expected to be hired during its construction.
