Judith Gruber, 54; UC Berkeley Professor Was Bureaucracy Specialist
Judith Emily Gruber, 54, a UC Berkeley professor of political science known for her research in bureaucracy, died of brain cancer Wednesday at her Berkeley home.
Gruber, a New York City native, earned a bachelor’s degree in government from Cornell University and a doctorate in political science from Yale. Her doctoral dissertation won an American Political Science Assn. award as the best of the year in public administration.
Gruber’s 1987 book “Controlling Bureaucracies: Dilemmas in Democratic Governance” examined how the public can exert control over better-informed government officials. In recent years, she had studied local policy on transportation and resource management.
Gruber also was a leader in the internal governing of the Berkeley campus, working on child care and dependent adult care for faculty and staff, parenting and other issues such as balancing work and family.
