An opposition congressman was shot to death as he stepped out of party headquarters in Guatemala City.

Mario Pivaral was killed blocks from where President Oscar Berger was launching a plan to put 2,400 ex-soldiers on the streets to back up police, who have been unable to handle a crime wave.

Pivaral was shot by two people on a motorcycle as he stepped out to answer a cellphone call, Police Commissioner Edgar Orellana quoted witnesses as saying. The killers had been waiting for him, Congressman Edgar Rodriguez said.
