LAPD Won’t Release Report on Shooting
The Police Commission voted unanimously Tuesday to deny a request by the Los Angeles Times to release an agency report on the fatal police shooting of 13-year-old Devin Brown. The panel determined that the report includes an evaluation of officer conduct, thus making it a confidential personnel record under state law.
As an alternative, the panel directed the LAPD to begin issuing press releases identifying the officers involved in all incidents of civilian injury or death as a result of the use of specific kinds of force, not just shootings deemed newsworthy by the department.
The newspaper had filed a Public Records Act request for the officer-involved shooting report conducted by LAPD investigators after the Feb. 6, 2005, shooting of Brown.
