Plan Calls for City, Port to Split Former Base

The former Oakland Army Base would be divided evenly between the city and the Port of Oakland under the terms of a complicated land deal that could end more than seven years of legal wrangling, city officials said.

The port and the city each would get about 211 acres of the 422-acre base under a proposal expected to be approved this week by the port and next month by the city.

The California State Lands Commission, which regulates how land along state waterways is used, then needs to approve the plan.
