From Times Wire Reports

A defiant Iran rebuffed the head of the International Atomic Energy Agency, failing to show up for a Vienna meeting to discuss Tehran’s plans to move closer to uranium enrichment.

Diplomats suggested the move was at least partly triggered by criticism of Tehran by agency head Mohamed ElBaradei during a meeting Wednesday with Iranian envoys.

In Washington, Secretary of State Condoleezza Rice said Iran risked referral to the U.N. Security Council for possible sanctions.
