NATO Secretary-General Jaap de Hoop Scheffer warned Taliban holdouts and heavily armed opium dealers that they would not be able to thwart the alliance’s expansion into the south.

“Every party which tries to spoil this process in the south will feel the consequences,” he said at a Kabul news conference.

De Hoop Scheffer is in Afghanistan for two days to review the 26-nation alliance’s move into the region, which has seen fighting surge between coalition forces and Taliban insurgents.
