Clashes erupt over U.N.’s Kosovo plan

United Nations police fired tear gas and rubber bullets during clashes with ethnic Albanians in Kosovo protesting against a U.N. plan they say falls short of full independence from Serbia.

Hospital officials said they treated 70 people, including four who were seriously injured.

Fourteen people were arrested as Kosovo and U.N. riot police advanced on hundreds of demonstrators who were hurling stones and bottles.

The clashes, which echo riots in November, underscored Western fears of what the U.S. has described as a possible “breakdown in order” if a decision on the ethnic Albanian majority’s demand for independence from Serbia does not come soon.
