U.S. airlines improved their on-time flight arrival rate to 71.7% in August, a small increase from July, which ranked as one of the industry’s worst months, according to U.S. Transportation Department data.

But the August rate was far below the rate of 75.8% a year earlier, the data showed.

Chronic delays have irritated passengers and prompted the Bush administration to study whether airlines should be forced to change schedules and pay more to use crowded airports at the busiest times of day.
