Decision delayed on nuclear deal

The global body that governs the legal trade in nuclear materials postponed a decision on whether to give India access to nuclear fuel and technology, a blow to a landmark deal between the U.S. and India.
The Nuclear Suppliers Group’s approval of an exemption is essential for completing the nuclear deal. The pact would reverse more than three decades of U.S. policy by allowing the sale of nuclear materials to India, which has not signed nonproliferation accords and has nuclear arms.
