The Orange County district attorney’s office says a four-month investigation determined Scott Cornelius and Allen Rockwell didn’t commit any crimes.
Photographs of youths as young as 14 taken by Cornelius and Rockwell appeared on homosexual pornographic websites.
But district attorney spokeswoman Farrah Emami said that “legally there were no criminal charges we could file.”
An Assembly bill currently in the Legislature would make preparing, posting or publishing a photograph or image of a minor on adult websites a crime.
