Re “Refiguring our taxes,” editorial, April 1

The Times’ editorial board accurately states that we need to determine how to equitably distribute the tax burden, but that is only half the question. The other half, which you never address, is whether California is spending too much or not enough -- whether we spend more or less per person than other states, and if more, why.

My impression, perhaps incorrect, is that we spend more than other states. Until we understand and, if necessary, correct that, I’m not interested in discussions, or ballot measures, that attempt to address only half the problem.
