The government is prosecuting only about one out of every four people charged in connection with terrorism, according to the Transactional Records Access Clearinghouse, a data research group at Syracuse University.
Since 2002, the percentage of terrorism cases that federal prosecutors declined to pursue grew from 31% to 73%, the study found, often because the evidence wasn’t strong enough for trial. The study suggests federal agencies don’t agree on who is a terrorist.
The Justice Department disagrees with the analysis and conclusions and says the data omit some statistics.
