Retired teacher wins Glendale City Council seat; Measure G passes

A retired teacher won a vacant seat on the Glendale City Council in Tuesday’s special election, beating out four other candidates with 33.7% of the vote.

With all 86 precincts reporting, Paula Devine was far ahead of her closest competitor, Vartan Gharpetian, who came in second with 22% of the vote, according to the Los Angeles County registrar’s office.

Among the other three candidates — all repeat contenders — Rick Barnes garnered 20.7%, Chahe Keuroghelian had 13.7% and Mike Mohill came in at 9.9%.

The vote tallies did not include last-minute vote-by-mail or provisional ballots.

Devine will sit on the City Council for 10 months, but she will have the political inertia of incumbent status should she run for a full four-year term in April. The seat — vacated when Rafi Manoukian stepped down to become city treasurer — had been temporarily filled by former councilman Frank Quintero, who was appointed.

Glendale voters also approved a city charter amendment, Measure G, which would rescind the rule requiring similar special elections to fill vacated seats. Instead, appointees will be allowed to serve the remainder of an open term if it ends at the next general municipal election.

The measure passed with nearly 68.6% of the vote, according to the county registrar’s office.
