Wings of Refuge, a foster care agency that was one of the most cited by state inspectors for lapses in care, is now being terminated, not because of abuse, but because officials determined it had mismanaged millions in taxpayer dollars.

This is “a situation that has raised concerns about [Los Angeles] County’s ability to adequately monitor such groups,” according to the latest article by Los Angeles Times staff writer Garrett Therolf.
