Transportation bill stalled, Congress to take up proposed JOBS Act

Congress heads into another slow-motion legislative week as one of the weightiest items on the agenda, a multi-year transportation bill, remains stalled on both sides of the Capitol.

The Senate is scheduled to vote Tuesday to advance the measure, but it is unclear if Democrats will have enough support to overcome a possible GOP-led filibuster. The bill had bipartisan support in committee, but Sen. Mitch McConnell of Kentucky, the Republican leader, wants the opportunity to offer more amendments -- including possibly one on the repeal of the nation’s healthcare law -- that Democrats say are not relevant to the infrastructure debate.

With House Speaker John A. Boehner unable to corral his Republican majority to support its bill in the House, that chamber is turning its attention to the proposed JOBS Act, for Jumpstart Our Business Start-ups -- a modest collection of bills designed to increase access to capital and other provisions aimed at helping small businesses. The jobs package has bipartisan support, and President Obama is expected to sign it once it clears both chambers.

More than legislating, Congress appears intent on campaigning. The House is set to go on a weeklong recess Friday to allow lawmakers a chance to work in their home districts. The Senate is to remain in session through the month, but with a light legislative schedule.
