Forty years after opening, the Laguna Beach Youth Shelter has made a way for itself. The shelter, operated by the nonprofit Waymakers, began as a place for homeless and runaway youths. Today, it serves up to six young people at a time who suffer from mental health issues that have led to self-harm.
The Laguna Beach City Council will review an arts market study looking at the need for creative spaces and housing in the city. Other business includes a presentation on the Fire Department's strategic plan and a review of an application for a new tattoo parlor.
