Obama upholds Bush decision on polar bear protection

The Obama administration let stand one of Bush’s ‘midnight regulations’ that limited the scope of the Interior Department’s decision to list the polar bear as threatened by global warming.

The limits prevent regulators from considering the effects of distant polluters (such as coal power plants) on the bear, which depends on ice packs that have been receding and dwindling due to climate change.
