Opinion: At the cold Capitol: ‘It’s a beautiful day’

WASHINGTON -- Under a cold, water-colored sky of light blue and pale white, spectators on the West Front of the Capitol tried to stay warm as they waited for the ceremonies to begin.

Phyllis Ligon, 45, of Brooklyn, N.Y., came prepared. She crinkled in a silvery mylar blanket that fluttered in the icy breeze.

‘I am warm, physically and spiritually,’ said the city education department worker, her head covered with a red-white-and-blue fleece hat as she sat just below the spot where Barack Obama would take the oath of office.

‘It’s time for a change. It’s a beautiful day.’
