Should the CIF do anything to slow the growing wave of transfers?

As Eric Sondheimer pointed out Monday, athletic transfers are starting to become a real headache for the CIF and coaches around the Southland.

Jumping ship to more fertile recruiting grounds seems to be gaining popularity as a college prerequisite for an increasingly large number of standout athletes (or, at least, the ones who think they are). Not only does this threaten the level of parity among teams, but it also makes it more difficult for the CIF to determine which transfers are legitimate.
