Brian Bilbray, George Bailey and Susan Golding were officially sworn in Monday as members of the San Diego County Board of Supervisors during ceremonies at the Cafe del Rey Moro in Balboa Park. Each hailed the occasion as the start of a new era for the once-embattled county government. The three freshmen supervisors begin work in earnest today at their first meeting of the new Board of Supervisors. They join another first-term member, Leon Williams, who will take over as chairman of the board today, and Paul Eckert, who was first elected to the board in 1978.
