Garden Grove : City to Consider Study of Churches’ Building Plans

A plan to place churches’ building plans under city scrutiny will be considered by the Planning Commission tonight.

For almost all projects except churches, owners or developers planning major improvements in residential, commercial or industrial areas must submit plans analyzing environmental impacts. Those plans must meet specific guidelines.

In a memorandum to the commissioners, Stewart O. Miller, director of development services, said that historically most church services were held Sunday mornings. But churches today are multi-service organizations with large congregations and daily activities that have “increased traffic and other environmental impacts throughout the week,” he said.
