Several states, including California, will wage a legislative assault this year seeking to repeal or weaken enforcement of the nationwide 55-m.p.h speed limit, the Highway Users Federation predicted Friday.

The federation, the largest private coalition of highway transportation interests, said these efforts follow a study by the National Academy of Sciences that concluded that, although the 55-m.p.h. limit saves lives, Congress should decide if states should be permitted to raise it on selected rural roads.
