Heckler Misses Event

WASHINGTON —
Health and Human Services Secretary Margaret M. Heckler missed President Reagan’s private swearing-in ceremony at the White House on Sunday in keeping with the tradition of keeping one Cabinet official away for security reasons, officials said. The other Cabinet members attended.
