Lottery profits should be shared by winning apartment landlords (who else?) so their tenants will not be burdened by annual rent increases to the point of no return.
Howard Jarvis, co-sponsor of Proposition 13, promised renters they would be taken care of by apartment landlords if 13 passed. Only a few landlords shared the tax rebate with their tenants. Tax benefits went to owners of commercial buildings and home owners.
California apartment landlords are a breed apart from their prototypes elsewhere.
