Governor Signed a bill to correct a typographical error in a 1984 law that accidentally legalized the manufacture, sale or use of the drug PCP, also known as angel dust. The bill (AB 252) was sponsored by Assemblyman William J. Filante (R-Greenbrae).

Proclaimed February as Black American History Month.

Assembly Floor Action:

Approved, by a 66-0 vote, a bill (AB 74) that would add federal judges to the list of people specifically authorized to conduct marriages and legitimize past marriages performed by those U.S. jurists. Assemblyman Phillip Isenberg (D-Sacramento) introduced the bill. It went to the Senate.

Rent Control: AB 483 by Assemblyman Jim Costa (D-Fresno) would set up statewide rent control guidelines.

Firearms: AB 440 by Assemblywoman Maxine Waters (D-Los Angeles) would make it a felony instead of a misdemeanor to sell a firearm to a minor.

Stringfellow: AB 490 by Assemblyman Steve Clute (D-Riverside) would earmark $6.5 million to clean up the Stringfellow Acid Pits, a toxic waste dump site in Glen Avon in Riverside County.

Child Care: AB 466 by Assemblyman Art Agnos (D-San Francisco) would give parents the right to enter and inspect a licensed child-care facility without advance notice at any time when their child is receiving care.

Santa Monica Mountains: AB 471 by Assemblyman Gray Davis (D-Los Angeles) would extend the life of the Santa Monica Mountains Conservancy Act from 1986 to 1990.

Senate Floor Action: Confirmed the appointment of Jack C. Parnell as state director of fish and game by a 29-0 vote.

Bills Introduced: Pornography: SB 272 by Sen. Robert Presley (D-Riverside) would make mere possession of child pornography a misdemeanor offense.

Latchkey Children: SB 303 by Senate President Pro Tem David A. Roberti (D-Los Angeles) would appropriate $100 million to set up after-school care programs for children of working parents.

Magic Mushrooms: SB 288 by Sen. Ken Maddy (R-Fresno) would prohibit the growth and sale of spores of so-called magic mushrooms, which are hallucinogenic.

Miscellany Roberti Power: Senate leader Roberti turned aside a playful challenge to his right to vote on legislation by Sen. Rose Ann Vuich (D-Dinuba). With both Gov. George Deukmejian and Lt. Gov. Leo McCarthy in Washington, Roberti became acting governor. So Vuich questioned whether he legally could cast his vote. “Sen. Roberti is still an elected state senator and therefore entitled to vote on this floor,” responded Sen. John F. Foran (D-San Francisco), who was presiding. Roberti had the last word. “I have the power,” he said.

Roden: Atty. Gen. John Van de Kamp appointed former Santa Barbara Dist. Atty. Stanley M. Roden, a Democrat, to the state Fair Political Practices Commission. Roden replaces former Republican Assemblyman Charles J. Conrad, whose term expired.
