Two insurance executives who were fugitives for two years were sentenced to four years in prison in connection with the embezzlement of nearly $160,000 from six Los Angeles County cities for which they administered worker compensation programs. Larry K. Fitzpatrick, 45, and James Haggard, 55, were arrested last October in Florida and pleaded guilty last month to conspiracy to commit grand theft. The money was taken from trust accounts set up by Santa Monica, Beverly Hills, Montebello, Pomona, Baldwin Park and Downey. They were sentenced by Superior Court Judge David Horowitz.
