Mayor Offers Plan for Lottery Tickets
An open letter to the members of the California State Lottery Commission:
It is my understanding that one of the important tasks of the California State Lottery Commission is to maximize public benefit, as well as run a smooth and efficient lottery operation. Toward this end, it is my recommendation that the commission consider allowing the sale of lottery tickets through nonprofit corporations and community service organizations.
In this way, revenue generated from the sale of lottery tickets would not only go toward public education but also be channeled into community service efforts throughout the state. Our volunteer service groups would benefit financially, and the potential for corruption would be minimized because profits would be channeled into areas of public health, safety and welfare.
Special programs could even be established through local nonprofit organizations, such as Lions, Kiwanis, Rotary, Elks and the many other fine groups throughout our great state, to assist senior citizens and indigents in the housing market. With the profits from the lottery, it seems to me that a program similar to the federal Section 8 could be initiated.
