N.Y. Receives Permit for Manhattan Road Project

NEW YORK —
A permit allowing the state to begin building Westway, the $2-billion highway project along the west side of Manhattan that has been delayed for the last 11 years, was issued Monday by the Army Corps of Engineers. The project is expected to be completed by 1995.
