The Oakland-Alameda County Coliseum board announced at the annual National Football League meetings in Phoenix that it will back a $90-million project for a 72,000-seat, state-of-the-art football stadium if it can be assured of a local NFL franchise. NFL Commissioner Peter Rozelle cautioned Oakland, saying the league has no expansion plans for the city until its antitrust suit with the Raiders is settled.
