Plans to construct a new police station or library at the Civic Center moved forward this week when the City Council appropriated $2.1 million to purchase a neighboring parcel of land.

The allocation was part of a $3.4-million citywide Capital Projects Fund package adopted by the council.

City Manager Tim Casey said initial negotiations have already begun with the owners of a triangular parcel on Pacific Coast Highway at Carnelian and Elena Streets. The city is also considering parcels to the north and south of the Civic Center for expansion.

Specific designs have yet to be approved for any new buildings at the center, Casey said.

Other capital expenditures approved included $300,000 to repair a damaged beach storm drain at Avenue G, $200,000 for the city’s annual street resurfacing program and $250,000 for storm drain improvements on Broadway.
