Assembly Floor Action:

Lobbyists: Defeated, by a 35-35 vote, a bill (AB 92) to allow lobbyists to spend $30 on a state legislator for gifts and meals over a three-month period rather than only $10 a month. Assemblyman Sunny Mojonnier (R-Encinitas), the sponsor, received permission for reconsideration. A similar measure died in the Legislature last year.

Health Care for Children: Approved, by a 52-21 vote, a bill (AB 424) to require group insurance plans to provide preventive health care benefits, such as checkups and vaccines, for children. Authored by Assemblyman Louis J. Papan (D-Millbrae), the bill now goes to the Senate. A similar measure was vetoed by the governor last year.

Senate Bills Introduced: Japanese-American Museum: SB 1452 by Sen. Art Torres (D-South Pasadena) would appropriate an unspecified sum for creation of a Japanese-American museum to be located in Little Tokyo in downtown Los Angeles.

Miscellany Tired of Telephone Sales Pitches? Sen. Dan McCorquodale (D-San Jose) said he plans to introduce a bill to require telephone companies to place an asterisk in the phone book after the name of anyone who does not want to be contacted by telephone solicitors. If the solicitors still call to make a sales pitch, it could be a misdemeanor penalty calling for a fine. “There is nothing more frustrating than jumping out of the shower, running to the telephone dripping wet, only to find that someone is trying to sell you something,” the Northern California lawmaker said.
