The former administrator of Vista Municipal Court pleaded innocent Monday to 27 counts of embezzlement, perjury and filing false claims against San Diego County. William Hartford, 40, who resigned Jan. 17 after an investigation into the charges, was booked and quickly released on his own recognizance on an order by San Diego Municipal Court Judge J. Richard Haden. Also arraigned Monday were Hartford’s secretary, Jo Allen, and Kathleen DeForge, a supervising clerk for the court. They were charged with seven and eight counts, respectively, of filing false claims to the county and perjury. Haden also ordered that they be booked and released on their own recognizance. Deputy Dist. Atty. Mike Pent said both women are still employed at the court.
