California Highway Patrol officers armed with radar devices have issued 22,513 speeding tickets in a 10-square-mile area of northern Sacramento County during the last 22 months. Under state law, the CHP cannot use radar against speeders on state highways, but may do so on city or county roads at the request of local governments. A CHP spokesman said the radar crackdown was undertaken at the request of the Sacramento County Board of Supervisors. The CHP report covered use of radar only on roads north of the American River. A similar program is in force for another 25 square miles south of the river, but the results have not been announced.
