An initiative petition that would establish a state-run motor vehicle insurance program has been approved for circulation by the California secretary of state. Targeted for the June 3, 1986, primary election, the proposed constitutional amendment would make it possible for Californians to buy auto insurance free of discrimination based on “place of residence, place of operation, occupation, age, sex, family or marital status, race, religion, national origin or physical handicap,” according to sponsors. Insurance rates would be set by the director of state motor vehicle insurance, who would be elected. The measure needs 630,136 voter signatures by Sept. 30 to qualify for the statewide ballot.
