While law enforcement authorities are giving increased attention to missing and abducted children, prevention remains the best solution, and parents are instrumental in that approach to the problem, authorities say.

The rising tide of publicity about children being abducted has helped focus adult attention on this area. And experts advocate using this awareness to educate those at risk--the nation’s children--to the dangers.

A booklet, “The Child Safety Program Handbook,” can help families, citizen organizations and community groups organize to do something about the problem.

The handbook covers many aspects of missing children, ranging from things to teach kids about protecting themselves to ways of organizing a Child Safety Day in the community.

Copies of the booklet are available for 50 cents from the Consumer Information Center, Dept. 402N, Pueblo, Colo., 81009.

For many years parents have cautioned their offspring to avoid strangers, to be especially wary of anyone offering them gifts such as candy. But, at the same time, many also sought to instill respect for adults, and the messages can conflict.

The booklet urges making sure the child understands that he or she does not have to obey strangers. And, it adds, children should tell the parents about anyone who approaches them.
