Control of a ground water treatment plant under construction at the Stringfellow acid pits near Riverside will be transferred from state to federal officials so that the plant can start operating more quickly. State officials conceded last month that the state Department of Health Services might be legally required to follow a lengthy bidding process to hire an operator for the plant, scheduled to be finished this month. The federal Environmental Protection Agency, which has different hiring procedures, already has retained Camp, Dresser & McKee, an engineering firm headquartered in Boston, to operate the plant, said Nancy Lindsay, an EPA official in San Francisco. However, she said, the EPA cannot assume control over the plant until construction and operating tests have been completed.
