Noting that Gov. George Deukmejian has appointed a lottery commission and a director, San Francisco Superior Court Judge Roy L. Wonder threw out part of a lawsuit filed two months ago demanding that the lottery approved by voters in November get under way and that the commission and director be selected. The suit’s final claim--that the lottery start “forthwith”--will go back before Wonder on June 21. Deputy Atty. Gen. Gordon Zane predicted that that issue also will be dismissed because the new commission is planning to award a contract by early June to a private company to conduct the lottery.
