States may not revoke telephone access charges.
The Federal Communications Commission ruled that the Idaho Public Utilities Commission did not have the right to excuse residents from paying a $1 monthly subscriber line charge when they do not use the AT&T; network. The FCC established the charges to allow local telephone companies to collect a larger portion of the cost of the line that runs from an individual phone to the local network.
