The district attorney’s office has declined to file charges against a Los Angeles County sheriff’s deputy in the controversial 1984 death of a South Gate man. Deputy Dist. Atty. Steven Sowders said that an investigation showed that the case involving Deputy Thomas Kirk was “a close” call but that not enough evidence was available to prove Kirk’s guilt beyond a reasonable doubt. William Sisoyev, 54, died of blows to the head suffered in an altercation with Kirk, who had visited Sisoyev’s home concerning an outstanding speeding citation.
