Arthur B. Birtcher, general partner of Birtcher, Laguna Niguel, has been elected to membership in the prestigious American Business Conference, a Washington, D. C.-based organization.

Livier Maria Ramirez, formerly with Los Angeles Federal Savings, has been appointed vice president of collections and foreclosures for Genstar Mortgage, Glendale.

Paul R. Shaevitz, senior vice president and chief financial officer of Swimmer Cole Martinez Curtis of Marina del Rey, also assumes the presidency of Design Supply Group, the firm’s non-stocking furniture dealership.

Edward Saltzberg, consulting mechanical engineer and president of his own firm in Van Nuys, has been given a special award for 25 years of service as secretary of the Southern California chapter of the International Assn. of Plumbing & Mechanical Officials.
