Councilmen Ray Amys and Jerry Goddard bid farewell to the City Council, Mayor Barbara Doerr and other city officials this week as they formally relinquished their council seats to real estate dealer Kay Horrell and county planner John Chapman.

Amys, who was defeated by Horrell last week in the District 2 runoff election, read a farewell speech at his final City Council meeting that reiterated many of his longstanding concerns about commercialization and development in the harbor area.

Goddard, who was required to vacate his District 1 seat after serving two four-year terms, made an unsuccessful bid to unseat Doerr last March. A high school government teacher and former principal, Goddard endorsed Chapman in the District 1 runoff against city treasurer Alice DeLong.

At the Monday council meeting, Goddard made some informal farewell remarks, saying his years on the council have provided him with invaluable first-hand experience in government that will be useful when he teaches.

Horrell and Chapman were formally sworn in as council members Tuesday night. They will serve at their first council meeting next week.
