The City Council will consider approval of a $15.2-million budget for fiscal 1985-86 on June 27. As proposed, the budget represents a 9% increase from the current $13.8-million budget and allows for a $500,000 increase in reserves, now at $2.5 million.

During the past year, sales tax revenues increased by 16%, to $10.5 million, adding $1.5 million to reserves.

Included in the budget increase is a 4.5% salary raise for city employees; a 7% increase in contract costs with the Los Angeles County Sheriff’s Department; $320,000 in operating expenses for a new aquatic center; a 100% increase to $145,000 in liability insurance costs and a nearly 100% increase to $50,000 in fees for graffiti removal.

No budget cuts are projected for the coming fiscal year. However, cuts have been proposed for 1986-87, when the city may face the loss of an annual $450,000 in federal revenue-sharing funds and the loss of an annual $850,000 in utility user tax revenues, officials said. The tax will expire in September, 1986, unless renewed by the council.

At its June 27 meeting, the council will study proposals to eliminate three firefighters from the Fire Department and cut out such sheriff’s department programs as park foot patrols, mounted patrols, helicopter service and youth sports coaching by deputies. Other proposed cuts for the 1986-87 fiscal year include funds for the city-subsidized summer youth employment program and the Barrios Unidos baseball league.

In addition, the council will consider a one-third reduction in city support to all community organizations.
