State Senate aide Robert Feraru has been named as the state Public Utilities Commission’s first public adviser, responsible for helping consumers take part in PUC proceedings. Feraru, a consultant to Sen. John Garamendi (D-Walnut Grove) comes to the job with experience in energy, environmental and welfare issues. The public adviser will also tell the commission how to improve public participation. The job was created by a state law aimed at increasing public participation in the work of the PUC, which regulates utility rates and operations.
