Carl R. Terzian, a Brentwood public relations consultant and lecturer, has been elected a vice president of the 1,000-member Los Angeles West Chamber of Commerce. Terzian, 49, graduated from the University of Southern California in 1957. He formed his public relations firm in 1969. In 1984 he was appointed by Charles Z. Wick to the Public Relations Committee of the United States Information Agency.
