The Los Angeles Regional Water Quality Control Board postponed its scheduled action on a waiver that would allow the city’s Hyperion Sewage Treatment Plant to continue dumping partially treated waste water into Santa Monica Bay. The delay--until at least November--will give state officials time to complete their study of issues raised during hearings this spring on the waiver, state environmental engineer Lewis Schinazi said. Environmentalists say that Hyperion should be forced to meet the federal government’s strict secondary treatment requirements. Los Angeles officials argue that the city will be able to improve its sewage discharge without going to 100% secondary treatment, which would cost an additional $155 million.
